China civil aviation industry has been growing rapidly nowadays with booming of new airports under construction as well emerging trends of expansion and renovation projects on a swift manner for existing airports.Overall,quality of engineering management of airport construction,however,remains low because of the traditional system and other structural bottlenecks.Quality risk becomes a greater concern given backward project managing practices fail to meet evolving construction standards and technical specifications.In most cases,project quality frameworks of airports construction take form during initial engineering stage in which it is a fundamental focus that to prevent quality risk from materialization.That is also one of urgent core issues to address for China civil aviation industry.This paper analyzes quality risk of airport construction engineering with the Quality Function Deployment(QFD)methodology by building a QFD-based engineering risk control process model and then applying that model for construction of the east apron of Airport B with its ancillary facilities given airport construction is characterized by 1)capital-intensive nature;2)substantial ecological impact 3)multiple-layered complexity in construction;4)great pressure to keep daily operation flawless;and 5)a variety of stakeholders.Based on characteristics of the east apron of Airport B,the paper combines literature analysis,expert investigation and field research to identify potential risk factors that could lead to quality concerns about the apron construction.Leveraging analysis on a two-dimensional relation matrix covering quality characteristics and risk factor by Quality Hut,the paper calculates weights of individual risk factors.With comprehensive assessing importance weights,occurrence likelihood as well as consequences severity of these ricks,the paper is able to locate key risks such as adverse geological environment,material quality and technical staff before suggest corresponding measures.By application of the QFD method into construction of the east apron of Airport B,the paper identifies key quality objectives,requirements and tasks of engineering process for constructors to look into and helps constructors to control core risk factors driving materialization of quality objectives so that they can put more important resources into key requirements that meet quality standards of engineering and to achieve source management of these objectives.Risk management of other airport construction projects can also benefit from ideas and practices described in the paper.
