In order to control the distribution and coordination of the traffic demand between the area control centers, and make the rational allocation of resources in area control center, it's necessary to conduct scientific assessments area capacity. As the traditional airspace depend on the centralized control of the ground decision-making system, existing research focused on the capacity of sector or route segment in an area. In the future-oriented airspace System, reflects of parts of the system significantly enhanced, air traffic management between the large areas become increasingly important, it's necessary to study the assessment technology of an area as a whole.Based on the analysis of air traffic control model, this paper discussed flight characteristics of an aircraft in the area, discussed the conflict resolutions of different control modes, summarized the factors affecting the area capacity. Based on the existing controller workload model, discussed the relationship between the controller workload and sector capacity, and improved the sector capacity model. Used the instances of a sector in Shanghai area control center, compared to visual, audio playback of the control process, results of new methods were more accordant with the actual operation. Considering the controller workload, route capacity constraints and traffic flow coupling between the area sectors, defined the coupling area capacity, established an area coupling capacity model, and was verified by the simulation of a typical airspace. The new model is able to meet the allocation of resources among sectors better, when China have not completed the flight flow management center, it can more effectively support the area air traffic flow management decisions. Finally, based on engineering requirements of the area capacity assessment, using Visual C + + 6.0 as the main development tool, based on the capacity assessment designed a new module on Windows2000 platform to improve the area capacity evaluation system.
