| The overall outline of future transportation construction ere desired in Beijing. According to the concept of "three systems" of surface transportation which coincide with the actual development of Beijing transportation. The system arrangement and the relationship between every arrangement of surface transportation were definitude. The sticking points result in transportation congestion were found in this paper. The basic method and starting to solve this problems were described. The source of finance, overall scope, and investment estimation of "three systems" building recently were put forward. The finance and society benefit of building "three systems" were estimated and environment impact of "three systems" building to Beijing were estimated too.
