To enhance the investment benefits and to adapt to the changes on domestic and international situation, the construction project management system has been promoted in China's construction industry according to the international practice since 1988. It is an important reform on the system of the construction field in China. During 13 years of development, the construction project management has achieved obvious social benefits, but at the same time, problems still exist, especially the relatively great random of project management behaviors in construction phase in our country. The lack of standardization has resulted in the fact that project management could not bring the investment and social benefits of construction into play, and it has seriously blocked the development of the project management industry. Under new circumstances after China's entry into WTO, how to face the austere challenges and competition from foreign colleagues has become the problem which needs to be solved urgently in the project management industry and companies in our country. However, existed research achievements could not meet the need of practical work. According to the learning gained for many years and the practical working experience, the author analyzes the present situation of project management work in China objectively. And based on the analysis, methods and measures of standardization of project management work in construction phase in China have been put forward from two aspects of technical management and polices and regulations, using combined methods of analogy, concluding and practice. The main work and conclusions are listed below: 1) Objective introduction of the present development situation of the construction project management industry in China. 2) Systematical analysis on existed problems and corresponding reasons of China's construction project management work, and the gaps of construction project management work between China and foreign countries. The paper also puts forward that the current main problems in China's project management industry are the lack of standardization of operation and market behaviors of project management work in construction phase. The functions of project management have not been carried out sufficiently, which has affects the development of the project management industry. 3) Aimed at practical instances, methods and measures of standardization of projectmanagement work in construction phase in China have been put forward from two aspects of technical management and polices and regulations. a. Applying theories on construction project management and from the technical management aspect, the paper systematically illustrates points and detailed operational contents, processes, methods, scopes and depth of the standardization of operational behaviors of the current project management work in construction phase in China. b. Based on current and relative laws and regulations in our country, basic frame of laws and regulations on construction project management in China is brought forward. From the aspect of policies and regulations, the paper also illustrates detailed measures and ways to guide and promote the standardization of market behaviors of project management work in construction phase in China.
