Study On Strategy Of Water Resources Sustainable Development And Utilization In Harbin

Water resource is a basic natural resource for human beings' living and developing. It is a kind of non-replaceable resource and a control factor to ecological environment. At the same time, water resource is a kind of strategic economic resource and is the foundation of sustainable development of national economy and society.Harbin is the center of politics, economy and culture in Heilongjiang province with preferable natural environment and good water resources conditions. But because of dense population, developed industry and overly concentrated water uses, available freshwater per person in Harbin is ,rather little than that in our whole country. Shortage of water resources has been always troubling Harbin. Both the water shortage and the aggravated water pollution had become the restricted factors for Harbin to implement sustainable development strategy. As for the present situation of water resources in Harbin, the shortage in water supply is due to lacking water conservancy works and the deficiency in domestic water use is due to water pollution.This study is undertaken on base of detail basic data, conforming to the theories about sustainable development, modem water conservancy and so on. It enforces the new strategy of urban water resources development and utilization and takes the principle that water resources sustainable utilization will support economic and social sustainable development as the core of the study. It not only insists on the principles of making comprehensive plans with all factors taken into consideration and tackling problems both on the surface and at the root, but also accords with the principles of promoting benefits and abolishing harm. The study pays equal attention to taping new resources, reducing outflow and controlling pollution. Considering the characteristics of water resources in Harbin such as unbalanced distribution in space and time, unmatched water quantity and water quality, severe water pollution and groundwater overdraft etc., the study is undertaken to predict water demand and water supply in Harbin and to research the balance of them based on the investigation and evaluation on present water resources development and utilization in Harbin. It is to impersonally and justly analyze and evaluate the carrying capacity of Harbin water resources, and comprehensively and systematically expoundthe strategic issues about water resources sustainable development and utilization in Harbin. It brings forward the patterns and measures of water resources sustainable development, utilization and protection in Harbin, emphasizes water saving, water protecting and to develop while protecting and to protect while developing. The aim of the study is to continuously promote the coordinated development of population, resources, environment, economy and society of Harbin.
