Earthquake disaster is a huge hidden danger to the sustainable development of a country. City, as the undertaker of disasters, has become the research key point of seismic disaster reduction all over the world increasingly. Ability for urban earthquake disaster reduction, in the 21st century, will also become one of the symbols in evaluating a city's ability of security and integrate function.This paper explicates the feature of urban earthquake disaster and induces mechanism of it. With this understanding, the paper is focusing on some important research points of urban integrated earthquake disaster reduction, which is consisted of these parts below:Firstly, Based on the statistic and qualitative analysis on the data of seismic direct loss in historical earthquakes, the grey incidence analysis of the factors affecting seismic direct loss is made by employing grey system theory, and the order of incidence is also presented. The results reveal the relations between the seismic direct loss and the factors affecting it.Secondly, the conception of ability for urban earthquake disaster reduction is introduced. Three basic evaluating elements for the ability of urban earthquake reduction, the possible seismic casualty, the economic loss, and the recovery time are proposed. Based upon these three basic elements, a framework, which consists of five main components, to evaluate the ability of urban earthquake disaster reduction is proposed from the point of view of sustainable development. Also, the method of how to admeasuring every index is put forward as well the equation of how to calculating the final evaluation, and evaluates the ability for urban earthquake disaster reduction of Jiangsu Province as an example.Thirdly, it is very important to give aid to the afflicted area after an earthquake happened, but this rescue was always delayed because it takes a long time to investigate the exact requirement of earthquake area By analyzing plenty of historical earthquake disasters data, this paper divided the basic rescue requirement of earthquake emergency to different levels and different scales, and also put forward a series of models to determine the rescue requirement quantitatively, which could direct the dispatching of manpower and resources effectively.Finally, according to a city's situation, an Urban Earthquake Disaster Reduction Information Management and Emergent Rescue Aided Decision System is designed as a part of the Intelligent Information System for Urban Seismic Hazard Mitigation developed by our research group, whichcould afford reference to the government's seismic administration on aided decision in earthquake emergency and education, propaganda and training in normal times.
