Based on sustainable development theory, this essay probes into the relationship between population problem and water resources problem:because of the population problem,water resources was unsustainable utilization,and thus restrict population sustainable development.From the appearance of water resources problem,it reflects only the environment question.From its produced basic reason,it reflects the development of productivity,reflects economic strength,science and technology level and management level,and the idea of human beings.Man is the most active factor among the productive factor.The development level of productivity basically reflects population quality.Man-made factor is the leading factor in water resources problem.Thus ,to resolve water resources problem,must begin with population problem.Firstly,control population quantity.Secondly,promote population quality.Only to do this,can resolve water resources problem basically.
