Safety is eternal theme of marine traffic transport industry which has high risk. So, it is very important to develop security. Lately, ro-ro passenger ship transport has a rapid progress in our country, and bring energy to this industry, at the same time, a series of serious safety misadventures happened, which brought enormous loss to life and property, and had disgusting affects both home and abroad. It has became a urgent question that how to enhance safety management in ro-ro passenger ships, and preventing or decreaseing safety misadventures, to ensure the ro-ro passenger ship industry go with a swing.In this study, system theory was used to analyze the safety of ro-ro passenger ship in Shandong桳iaotung peninsula, regards the safety of as a entire system, including people, ship, environment, and administer. Author gave a presentation for this system's history and status In quo at the beginning of the paper, expounded the safety questions lie in rol-ro passenger ship industry at present through analyzing the accident reasons of "dashun" , and ascertained the safety evaluation index system of ro-ro passenger ship through expert questionnaires, The Analytic Hierarchy Precess (AHP) were used to confirm the every index's weight, fuzzy synthesis appraisal methods in fuzzy mathematics were used to establish and evaluated the model for quantity evaluating safety in ro-ro passenger ship. Establishment of this model afford a good method and warranty in quantity evaluating safety in ro-ro passenger ships. Author also stated practice question exist in rollon passenger ship industry, and table a proposal for security management.
