Hydraulic turbine governor is an important control equipment in the power system, and its control law still mainly is PID currently. General PID's parameters can't change with the running points, can't adapt to the modern power system. Intelligent PID control which can automatically change it's gain parameters with different running points should been study. Fuzzy PID is considered as one of the most prospective method to resolve hydraulic turbine governor's control problem.There are several disadvantages in the current research on the hydraulic turbine fuzzy PID governor's fuzzy rules, which are as follow: the research is for the fixed running points, when the running point changes, the rules can't adapt the new running point well.,the research on fuzzy rules of changing running points is nearly virgin, and the valid fuzzy rules that suit different running points are absent; the only work is optimizing fuzzy rules, but the fuzzy PID's three proportional factors are manually adjusted, which is short of scientific nature; there isn't any measure for the irregularity between the optimized rules, so the optimized fuzzy rules are irregular, and the law is difficult to be found; the general genetic algorithm is for single population ,and it has the long time to calculate and search when it is used.To resolve this questions mentioned above, cooperative coevolutionary algorithm is used to optimize the fuzzy rules together with the fuzzy PID's three proportional factors of hydraulic turbine governor in different running points. A smoothness factor is applied to the objective function to resolve the irregularity between the optimized rules, so a set of fuzzy rule which suit hydraulic turbine governor in different running pointscan be found. The simulation result shows that the method is valid to seek hydraulic turbine fuzzy PID governor's fuzzy rules.
