The demand for speeding up information construction for the road transportation management is pressing day by day. But, Xinjiang, a province of underdeveloped economy, relatively backward technology & shortage of talents, is confronted with many unfavorable conditions. First is the lower lever of computer equipment, coverage of communication network & connecting rate; conditions are worse in outlying counties & border passes. Secondly, most grassroot units, for lack of talented people, find it hard to undertake the operation & management of the complex information network system. Thirdly, owing to the economic development, investment into information construction is not sufficient. Therefore, in the formulation of the comprehensive management information system, a system that is economically reasonable & technologically feasible is believed, to be of great significance in the construction of the system, its operation & maintenance, and the economical & social effects it produces.This thesis is a study on the components of the system structure in terms of the ways of database disposition, patterns of application and development, the distributional system structure, database products, the system operation patterns, the operating system products, techniques of system development, middleware products used in application servers, and others. It takes as evaluation factors such indice as the network complexity, the band width for network communication, timelines, database performance, middleware performance, development kit performance, the cross-platform characteristics, the overall technology innovation, technology maturity, the difficulty in implementing and managing this system, and the total construction expense (including network skeleton & its cost, the database cost, the middleware cost, the maintenance cost, development expense and so on). By applying the AHP method, this thesis makes an analysis of the system structure, which shall provide a theoretical basis for the policy-making process in constructing the comprehensive management information system for Xinjiang road transportation management bodies.
