The Research On Sustainable Utilization Of Water Resources In The Black River Basin

The Black River is the second largest continental river in our country which holds a very special geographical position as well. With the rapid development of the social economy along the basin, the Black River basin's water resources problem is becoming more and more striking, and has became a serious restriction factor to the whole basin's further development. Therefore the study on the sustainable utilization of the basin's water resources has its great significance.Based on the full study of the relevant data of the Black River basin, this paper deeply studies the level of the exploitation and utilization of the water resources and fragility degree etc. Apparently, the supply and demand of water resources is already out of balance for now .Need exceeds supply .The level of exploitation and utilization of the water resources is higher than 100% and the water resources are on a serious fragility verge. Above all, the paper carries on an evaluation to the sustainable utilization of water resources in the basin, and finds out that water resources of the Black River are unsustainable. The problem of water resources in the Black River basin has been very serious at present and the future of the development of the basin is unoptimistic.As to this, on the basis of the real conditions of the basin and the experiences of our own country and the others', this paper puts forward relevant countermeasures to the sustainable utilization of the basin's water resources, such as exploiting new wellsprings, pushing forward the construction of water-saving society, adjusting the basin industrial structure, strengthening water conservancy input, allotting water resources scientifically and reasonably etc, to promote the sustainable utilization of the water resources in the basin to ensure the sustainable development of the system of the whole basin.
