Study On The Water Resources Protection And Sustainable Utilization In The Qianhe River Basin

Water is the one of the basic resources which relates to the national economy and the people’s livelihood and the ecologic balance. At present, the lack of the water resource becomes the rife problem to the human society, how to resolve the mutual relationship among the shortage of water, society economic development and the ecologic balance are the hostpot of people focus on and scientific research. The paper uses this subject as the context, takes the principle of the sustaining use of water, from the relationship among the water resource, social economy and ecologic environment, to analyze the water resources situation and the water supply and demand in different years in Qianhe River, and based on these to evaluate the sustainable utilization of water resources in the basin, through the analysis to the result of supply and demand and the conclusion of the integrative evaluate, to bring forward the countermeasure for improving sustainable utilization of water resources. Can it not only offers the theoretic basis to the governor’ decision-making, to realize the reasonable explore and use of water, but also has the significant meanings of boosting the peopel’s consciousness of saving water and of setting up the water saving and environment protecting city.Qianhe River lies in the northwest part of Baoji City. It flows through Hui Autonomous County of Zhangjiachuan and Huating County of Gansu Province, Longxian, Qianyang, Fengxiang, Baoji Counties of Baoji Province. Qianhe River is the first tributary of the Weihe River left bank. With the rapid development of the social economy along the basin, the continuously increased urbanization rate, the rapid development of the industrial enterprises, and the increase of water resources requirement of the urban and industrial, the water resources problem of Qianhe River basin is becoming more and more striking.Based on the full study of the relevant data of the Qianhe River basin, this paper deeply studies the natural environment and socio-economic status, the water quality and quantity, the exploitation and utilization level etc, and analyze the balance of the supply and demand of water resources in2010、2015、2020and2030. The results show that the level of exploitation and utilization of the water resources is very high. The supply and demand of water resources is already out of balance for now. Need exceeds supply. The supply and demand of water resources is still very prominent in2030. Above all, the paper use the way of the AHP to evaluate the sustainable utilization of water resources in the basin, and find out that the sustainable utilization of water resources of the Qianhe River are at for now, and the relations between water resources and the society, economy, eco-environment system are incongruous in the basin. According to the development model of the Qianhe River, the sustainable utilization of water resources of the Qianhe River is gradually inceasing slowly, but is still at the week sustainable utilization, and just achieve general sustainable utilization in2030.As to this, on the basis of the real conditions of the basin and the experiences of our own country and the others’, this paper puts forward relevant countermeasures to the sustainable utilization of the basin’s water resources, such as optimizing reasonable allocation of water resources; Strengthening the water resources management level; Strengthening; Strengthening the management of soil and water conservation; Strengthening the protection of water resources and eco-environment; Emphasing the the utilization of water resources from the strategy of sustainable development, etc. If these countermeasures are able to fully carry out, the sustainable utilization levels compared to the status and development mode will be greatly improved, and may reach a general level of sustainable after2015. If continuing to strengthen the implementation of the above countermeasures, the water resources of the Qianhe River will be close to a good level of sustainable development in2030. This study to promote the sustainable utilization of the water resources in the basin, and provide a useful reference for the sustainable development of the system of the Qianhe River.
