Road transportation is an important substance production branch for nationaleconomical development. Howere , the traffic accident given birth to byautomobitive transportation model, has become seriously international societyproblem, especially the developing countries. Compared with the traffic accidentdata and achieved the result for preventing accident in advanted countries, thepaper presents that established the safety evaluation system of road transportationis theory foundation for preventing accident and required process.The requirement for road transportation enterprises to carry out effectivesafety management becomes more and more exigent. The core problems thatsystematic safety evaluations in road transportation safety management areresearched in the paper by the theories and methodologies of safety science,system science and evaluation parameters system etc. The research contentincludes the explanation for evaluation data;the establishment of evaluationparameters system and choice of evaluation methods etc. The study plays animportant fundamental theory direction to improve the effectiveness of safetymanagement. The evaluation parameters summarized are important significancetheory guidance for establishing evaluation parameters system of roadtransportation enterprise in future.This dissertation is composed of four parts. The first part reviews thephylogeny of safety science theories, outlines the fundamental theories of safetyscience principles systematically, clearly defines the basic concepts of roadtransportation safety evaluation, generalizes and puts forward the guidingideology of the research, which is on the basis of the systemic dangerous factordata and as the core of systematically evaluating the systemic dangerous factorsand their correlations.In the second part, a method called "integration from quality to quantity" isbrought forth to analyze the safety affecting factors and their correlations of roadtransportation system. By systematically analyzing, the hazards of transportationsafetysystem are ascertained. The correlations between the influential factors ofthe system are first systematically studied by applying the statistic data, then thehazards gather are confirmed.The third mainly discusses the establishment of systematic road transportationsafety evaluation index system and the choice of evaluation methods. On the basisof systematically analyzing the limitations of present safety evaluation indexsystem, a guiding significant evaluation index is proposed. In the meantime, thecharacteristics of various safety evaluation methods are analyzed and thesuggestions about how to select evaluation methods are brought up.The forth evaluates the safety degree of driver and vehicle system based onfuzzy inference system model. The resut is feasabile and reasonable, and thus thein-time evalution method is realized.Finally, the chief results and conclusions obtained have been summarized, andalso the subjects investigated for the future have been put forward.
