The implementation phase in construction engineering is the phase that involves the largest volume of investment among all other phases. It is also the essential phase that transforms the invested funds to the construction entity. Implementation phase cost control (IMCC) refers to the technique of using cost control theory to keep the cost within the given budget, and at the same time, to ensure the quality and the time limit. Due to the fact that the formation of any construction entity is irreversible, failing to effectively perform the active control and pre-control in the implementation phase will cause irreparable economic losses.In the past, for implementation phase cost control, most companies focus on the final account auditing upon the completion of the construction, ignoring the cost control in the cost formation process, especially the key links. The traditional final account auditing may deduct part of the expense may from the total amount of the cost. This actually checks only the exactitude and authenticity of the final cost passively. Thus, it is impossible to implement active control and pre-control during the cost formation process. Consequently, this leads to frequent occurrences of over-the-investment final cost, out-of-control cost, and etc. In this thesis, four factors are identified as the key links in the cost formation process, including project bid invitation and tending,contracting and contract management, constructing organization design censoring, and material management.
