This paper is sponsored by the project Study of Water Quantity, Drainage and Their Variation Rules and Variation Coefficent in Small Towns, one of the project conducted in the tenth five-year national plan. Through extensive material collection and investigation on the spot, the author systematically studied some urging technical problems on water supply and drainage infrastructure construction and water usage in industry and services in small towns. The study contains the choosing of typical towns , investigation in those towns, calling water usage characteristics analysis and proposing of a step water price model for small towns. Major achievements include:Establishment of a typical-town group system. Because of the variety of towns, we chose different towns in northeastern, northwestern, northern, central and southeastern part of China.After analysis in calling water usage in towns, we found the following characteristics: First, region factor has little affect on company water usage level. Second, companies in towns uses more water per unit product than those that are of the same size in large cities. Third, water usage varies dramatically in companies even in the same calling. Forth, a lot of water is wasted and few companies are concerning about water conservation.The author analyzed the water usage trend in industry and services in small towns. Observing the fast development of those towns and the highly covariance between their industry water consumption and population and economical level, the author proposed the conception average industry water usage per person in small towns. The relations are: Y = 2×10-8 X2 -0.0005X + 35.49,R2 = 0.8135 (Y is average industry water usage per person, X is non-agricultural population) And the relation between Y and average GDP per person is: Y = 10-5 X1.8507,R2 = 0.7856Special studies are conducted on water usage per 10,000RMB production and water usage per 10,000RMB benefits. And related models are: Y = 368.21e-0.0518 X ,R2 = 0.9752; Y= 103.5e-0.0446 X,R2 = 0.9649. Respectively. Using those models, we can predict that by year 2009, the water usage per 10,000RMB benefits will decrease to 231.01ton per 10,000RMB from 348.30ton per 10,000RMB in year 2000. And water usage per 10,000RMB production will decrease to 69.28ton per 10,000RMB from 98.57ton per 10,000RMB in year 2000.
