Writing power grid dispatching operation sheets is an important method that ensure electric power network to operate safely, and this is an effective security measure to avoid misoperation and accident in power network. Many thesises have studied the dispatching operation sheets generating system, which provided references to the developing of such system., however, the systems are almost applied in substation or power plant. The system of regional power grid is different from the substation ones: dispating operation system of regional power grid is not only answer for the rules of substation but also totally with rules of transferring loads in a regional power grid which makes it necessary to share information with other systems in the regional power grid.To facilitate the integration of EMS applications developed independently by different vendors, between entire EMS systems developed indepedently, or between an EMS system and other concerned with different aspects of power system opertations, International Electrotechnical Commission (IEC) established EMS Application Interface, which make it possible to integrate applications in a common power information platform. Common Information Model(CIM) is core content of this standard, and CIM is an abstract model that represents all major objects in an electric utility enterprise typically contained in an EMS information model.In order to share information with EMS, which mainly with SCADA, this paper studies the application of CIM in dispatching operation system. Firstly, the paper gives an in-depth study of CIM standard, then, the paper gives a method for constructing a CIM-based devicelibrary model for regional power grid, including designing CIM-based device database, providing an adapter for transforming data between the database and the CIM/XML files. It can transform the data between the private internal database and uniform CIM/XML files, and facilitate the data exchanging among applications, so as to integrate the information isolated islands. The paper designs an arithmetic of regional power grid topology analysis, and in order to verify the adapter,topology analyzer, a job of power flow is make by using of IEEE14 model. Finally, a scheme is given after studying the requirements for dispatching operation system, and also the equipment searching method is given based on CIM model.
