The Research On The Evaluation And Strategy Of Safety Management Of Port Loading & Discharging

Waterway transportation has a promoting effect of national economic development. As a very important part in waterway transportation, the safety of the port is concerned highly by many departments in our country. Port loading and discharging is the key of port safety production, and is of significance. Port loading and discharging is the need of the existence and development of port enterprises. It may bring about sustained, stable and coordinated development.On the basis of the significance of port loading and discharging, this paper estimates the management of the port loading and discharging, and studies the strategy of safety management of port loading & discharging. Then this paper put forward several suggestions on the management. Firstly, the paper studies on the status in quo in management of the port loading and discharging. Secondly, it analyzes the features of the evaluation of safety management of port loading and discharging, and chooses the DHGF model as the evaluation model. Thirdly, on the basis of the DHGF model, it takes a P port as an example to establish an evaluation model of safety management of port loading and discharging and calculate the result. At last, according to the result, the author comes up with several suggestions and hopes this paper will provide some inspires and valuable reference to the government and the port enterprises for perfecting the safety management of port loading and discharging.
