In this paper, after analyzing the particularity of the electric power load management communication syetem and the existed electric power load management terminal products, compared with the existing terminal products with high price, huge volume and the lack of consideration of data security, we design a new electric power load management terminal based M3000.M3000 is a communication modular based Mobitex radio narrowband network technology, It has the strong function of data processing and control. This design uses M3000 as the control centre. It has been elaborated that the hardware design of the function modular, the software development of acquiring and saving data as well as the software design of electric power load management syetem data transmission protocol. Compared with congener product, the designed electric power load management terminal based M3000 finishes the basic functions as well as has the features such as compact structure and high level of integration within internal module.It also ensures the reliability, security and real-time of the data transmission, so the designed electric power load management terminal based M3000 has good spread value.
