The water is the life fountainhead, the industry blood, the city' life. With the increasing moves of the humanity, the water resources question more and more arouses people's attention. Specially from the 20th century, because the industry and agriculture production develops unceasingly, the population grows doubly, moreover too concentrates in the cites, many cities because of lacking the water resources, the contradition between supply and demand of water appears to be incisive day by day, some countries, areas and cities even appeared the water resources crisis.Anyang , located in the north in Henan Province, whose water resources not only extremely deficient, but also extremely non-uniformity on space and time distribution, thus created the serious water resources supply and demand to be contradictory day by day. The rivers coming and bringing the water volume reduce unceasingly, the project leaves unused, aging and in bad repair. Along with the ground water mining quantity increasing massively, it initiated the subsoil water level drops largely, ground water mining descended the funnel area to expand unceasingly, at present the partial region ground water burying depth has amounted to 30 - 40 meters. Moreover, Anyang's water pollution question and it creates harm to be serious day by day, the ecological environment has created the unprecedented destruction, posed the serious threat to the whole city 21st century social economy sustainable development. It is urgent needs to strengthen the plan to save the water used work.This article multianalyses the present situation about saving water work on Anyang's special details, searching the existence questions, takeing the sustainable development theory and the circulation economic theory as the instruction, introducing the water rights, the water market and the resources water conservation viewpoint, proposing the practical and feasible solution, the development direction and the concrete procedure of the saveing water work next time in Anyang. The research mainly conducts on following several aspects: One, explicitly proposes saveing water concept not only including technical factor, but also including management system, movement mechanism, policy measure factor and so on. Two, the saveing water technology, saving water policy and so on used by overseas at present have been carried on the summary, at the same time it introduces the development idea tendency, the high-tech application tendency on saving water. Three, it makes quite systematic generalized analysis to Anyang' recent years saving water condition, and points out the existing main disparity and the question, on this foundation,it proposes further promoted Anyang to save water on the development policy mainly to place: Increasing the propaganda dynamics, strengthening the entire national water of the sense of hardship and saving water consciousness; Advancing the construction of saving water society with all one's strength; under the policy of "opens the source with to reduce expenses to pay equal attention to "instruction, emphasing on reducing expenses work; comprehensively enhancing the technical content and level of saving water, promoting the structural adjustment and optimization; Speeding up the marketability construction of the water resources and further consummating the water resource management system and the movement mechanism of saving water. Four, from management,economy, technology and so on, by the economic society sustainable development request to conduct the research separately on saving water of Anyang city, proposing the more perfect Anyang city saving water work measure, establishing promoted three big systems: the intelligence, the project, the assist, filling the blank to save the water used system research in Anyang city.
