The Operating Mechanism And Planning Countermeasures Of Public Facilities In Urban Communities Under The Background Of Market Economic System

Public facility is an integral part of the urban communities. At present, public facilities' development is behind communities' development, so there is a series of problems existing in the public facilities' development. The source of these problems is no effective operating mechanis and lack of theory. The goal of thesis is to discuss from the perspective of theory and practice, attempt to seek planning solutions to public facilities in urban communities.This thesis, for the background of China's present social and economic system,choosing the public facilities in urban communities as the concrete research object. This thesis is based on the Neighborhood Theory in urban planning, introduces other relevant principle of sociology and public management. from the view of the nature of public facility, this thesis analyses the operating mechanis of ommunity facilities. Firstly, this thesis describes the problems and the fundamental internal factor n operation of public facilities in urban communities. Secondly, outlined the theory study and practice of public facilities in their communities at home and abroad, this thesis put forward classifying the public facilities relying on the economic attributes , and discuss the operating mechanism of different products, and exercise the mechanism to public facilities planning in Qingpu newtown,shanghai. Finaly, On the basis of above-mentioned analysis, it describes the rational operating way and draws the final conclusion.
