With the rapid development of economy, the dimension of the city size is expanding and the process of urbanization in the suburbs is speeding up, which forms a variety of noticeable urban and rural combining zones. Urban and rural combining zones have great effect on the continuous development of the city. So they are well worth theoretical study and practical exploration.The thesis, through the depiction of basic conception and development overview of the urban and rural combining zones, focuses on the present situation of their development and puts forward relevant problems existing in the construction and development of fringe areas in Changsha. In the view of these problems, on the basis of the theories of cities' expansion of foreign countries' experience and relevant researches, the modes of cities' expansion in accordance with our national conditions are summarized, and the suggestions of the development of urban and rural combining zone in Changsha are put forward.The thesis can be generally divided into 5 parts altogether:1, It explains the background of study on the thesis in brief, and defines the research's object and scope. On the basis of the introduction of the present situation of the domestic and international relevant researches, the framework and significance of the research is expounded.2, Based on the function and the characteristics of the urban and rural combining zone, it makes a survey of urban and rural combining zone that combines basic conception and development overview.3, The relevant problem of the present situation existing in the development is analyzed, especially the existing problems of Changsha are probed, such as large amount of construction without guidance planning; obvious dual character existing between groups and urban areas; low and simplistic expectation for the development; expansion out of control; the layout of buildings of township enterprise is scattered; and such questions as infrastructure construction lags behind.4th, In view of the questions mentioned, it introduces the concept of the mode of the cities' expansion. After analysis of the theories of cities' expansion of foreign countries and the practices in America, Britain and Northern Europe, it summarizes the modes of the cities' expansion in accordance with our national conditions 5th, Combining the relevant problems which are put forward about construction and development in urban and rural combining zone of Changsha, on the foundation of the above analysis conclusion, it makes some counter-measures from the respects, such as land utilizing, industrial structure, function overall arrangement, planning and management,etc.
