It is the disequilibrium between transportation supply and demand that brings the traffic problems. Hardly can traditional solutions deal with the problems effectivley merely in increasing the supply. Developed countries have conducted profound researches on TDM which emphasizes on leading the transportation demand to match the supply. But domestic studies on TDM have been just initiated, which are especially deficient in quantitative analyses on transportation facility index in the regulatory detailed planning.This dissertation analyses the problems of the current domestic transportation facility index and summarizes the deficiencies, such as lacking quantitative analyses, in the existing researches basis on the theory of TDM from the angles of the public transportation facility index and the parking lots index. Aiming at those problems, this dissertation introduces the researches and practices on TDM and abroad, in the hope of offering some references to domestic transportation facility index researches on the basis of TDM.Furthermore, this dissertation concludes the TDM strategies for the transportation facility index proposing in the regulatory detailed planning, such as bus-priority strategy, unreasonable-use-controlled strategy and differentiated-supply strategy. Putting forward the Regulatory Detailed Planning of Beijing Central District 17th Sub-district as example, this paper establishes a new technical procedure embodying the TDM principle that the transportation supply controls the demand, and then calculates transportation facility index system by means of quantitative analysis. The new procedure can effectively promote the mutual feedback between the transportation planning and the land use planning, and the index system can facilitate the planning implement and management.
