According to the demand on the development of Chinese railways at present and in the future, the Ministry of Railways brings forward Chinese Train Control System(CTCS) with five application levels, from CTCS level 0 to level4. CTCS3 will be the development direction of Chinese railway. The CTCS3 simulation and testing platform will be useful for the research of the CTCT3, providing platform for system design and integration, equipment test and evaluation and so on.This master thesis focuses on the design and implementation of Radio Block Center(RBC) simulation subsystem of the CTCS3 simulation and testing platform. The architecture of the system is described. The implementation of important functions, such as train management, generation of movement authority, RBC/RBC handover, management of radio communication, requesting route from CI as well as design of RBC database are described. This thesis also describes the implementation of the interface to other subsystems, such as GSM-R access server, neighboring RBC, Centralized Traffic Control and Computer Based Interlocking. The simulation subsystem is implemented based on C++ Builder 6.0. The function of RBC simulation subsystem is validated and perfected by debugging together with other subsytems.
