According to the development status of dispatching automation and the substations of power supply companies, this paper made an overall design for the power dispatching automation system of Centralized Control Center in Xiuyan, Anshan on the basis of theoretical and practical demand analysis.The paper started with an introduction of the significance of power dispatching automation, the development status of centralized control station, and the necessity to construct the centralized control station of Xiuyan. It then described the function and character of power dispatching station as well as the dispatching automation mode of centralized control station. In combination with a practical project—Project with Xiuyan centralized center of Anshan power supply company,the paper discussed the overall structure design and function module design. Additionally, realization and theory of key technologies are provided. In the very last part, through the analysis and the discussion of the problems such as data exchange between the network of SCADA/EMS and other systems, the network safety isolation to fight against virus and hackers, the dual fault-tolerant system and so on, the paper finally provided some concrete implementation scheme.
