As our country railroad entered the unprecedented development stage, the construction of the intercity passenger transportation special line begin to show its importance, and the exaltation of railroad intelligence becomes its developing trend, too. The intercity passenger transportation special line charges system is the important part of the railroad intelligence transportation system(the Intelligent Transport systems, ITS).This paper designed to apply IC card to the passengers' ID and their travel route marking, complete the comprehensive management function of the tickets solid system and passenger's individual information, the intelligence that carried out the new principle of charges ,that is, 'the consumption first, then pay accordingly', and provide the convenience for passengers' long range self-help booking.The core function of the tickets solid system is to strengthen the ordered management of passengers, and prevent the happens of some illegal vendor of tickets in the peak time of passenger transportation. This design's basic premise is the intelligent management which hold the principle of the 'one seat, one card, orderly and fairful allotment of seat'. When passengers buy card, with their true personal data, they should build up their comprehensive information account and pre-saving bank account which marked by their card number. By brushing the card, the database of this system can record card number and the concerned starting or terminal mileage information when passengers get on or off the train. According to the mileage and unit price, the system charges and deducts automatically from the passenger's pre-saving bank account accordingly. When bank account surplus is lower than some quota, passengers should deposit some money into it. The managing person of the railroad, by combining the static information of the card number with the dynamic information of the traveling, grasping the passengers' constitution structure of this train, to aim at providing correspond service or organize the passenger to deal effectively with some urgent problems. If some escaped convict lurked in this train, system can investigate automatically and wholly.The charges system designed by this paper do not need passengers to line up to buy the ticket. Even in the rush hours, logging onto the Internet, the passengers at home, by inputting the card number, can reserve seats with choice of flight and the strating station. The system, to prevent some malice booking and refunding, designed some punishment function to cope with the trouble of-making behavior of 'book ticket but not to get on, having booked but ask for refunding then'.This system, if put into use in our country's railroad passenger transportation charges, can resolve some problems that the railroad passenger transportation is facing at present, but the further development of a bilateral-directioned IC card which can synchronously read and manifest function, and the improvement of the external appearance design is also needed.
