The relationship between highways and cities is expressed by the connected-way network. The sustainable developed roads and cities system is the result of the combination of urban road system and highway so much as integrated transport system, which can be realized by the connected-way network.In early highway network planning so much as single highway network planning, the level of cities was not high, and cities had not been able to present a new form and drastic changes because of lack of rapid development. With the rapid development of socio-economic, particularly development of urban in the past few years, changes happened between the regional town system and a single city, and the expansion of city can bring on contradictions of space, the structure and functions of networks, which are expressed in the connected-way network of urban roads and highways firstly. The connected-way network has become the constraint of urban integrated transport system.The study firstly proposed the concept of the connected-way network, analyzed its traffic composing and traffic characteristics, analyzed urban roads and the highway network. And from the perspective of systems, constructed the evaluation index system which is used to reflect the connected-way network, proposed the method of fuzzy evaluation.Taking Jingzhou of Hubei province for example, the study evaluated its connected-way network, analyzed its present issues, looked for root causes, proposed appropriate measures and safeguard policies to provide basises and guidances for the construction of the connected-way network, thus integrated urban road system and highway system,and formed the sustainable developed highway and city road system.
