With our country overall national strength growing, general aviation has blossomed in a variety of ways, total flight demand of both military aviation and civil aviation keeps increasing. There are a number of issues in airspace resource allocation, in communication and coordination among different categories of airspace users, in low-altitude airspace management reform. Current national airspace management basically meets the needs of national defense security and military struggle preparation, but can not adapt to the trend of diversification of general aviation, and restricts the rapid development of civil aviation.This paper begins with the profile of domestic and foreign research on the flexible use of airspace, then relevant concepts has been studied. On the basis of analyzing the history and reform of airspace management system in our country, combining with the classification of China's airspace structure and airspace establishment, the coordination among different categories of airspace users in strategy, pre-tactical and tactical level has been proposed. And the specific coordination of the three level airspace management has been defined. Through a questionnaire survey aiming at air traffic control bureau and general aviation corporation staffs, this paper has analyzed and summarized that fixed air routes optimization, temporary air routes establishment and low-altitude airspace management reform are main methods and measures to speed up the implementation of the flexible use of airspace concept.Application and approval of temporary airspace has been studied in depth in this paper. Flexible use of airspace management system has been developed on the basis of Web application architecture and browser-server architecture, the latter is the general structure of the system. Server-side application development has used PHP 5 as a server-side scripting language, Apache server as PHP development environment, MVC model as program architecture, ThinkPHP3.1 as PHP framework, and has configured MySQL database for a powerful support. Client-side application development has used HTML 5 language to design Web pages, CSS 3 to control Web page display effect, JavaScript scripting language to control browser effects.Flexible use of airspace management system has simulated three categories of airspace users'(military aviation airspace user, civil aviation airspace user and general aviation airspace user) application and approval of temporary airspace in one area. The approval principle has been built on priority attribute of different flight categories, sequence of start date to apply for using temporary airspace, and administrator discrimination. The system has solved probable time conflicts in different categories of airspace users'application of temporary airspace. Flexible application and use of temporary airspace has been realized.
