Study On The Reform About Rural Road Maintenance System And Operational Mechanism

Rural roads are important socio-economic development of rural infrastructure, are play as capillary at the national road network, to keep the rural roads in good technical condition is good for agricultural production and farmers travel, also can promote rural economic development and new rural construction. Good conservation (including the day-to-day conservation and large and medium-sized works, and so on) ensure the rural roads are in good technical condition, which requires the science conservation system to define the duty, to insure the sources of funding for conservation, to ensure the operational mechanism at good work. However, the current rural road maintenance system and operational mechanism has lagged the development of rural roads, can not meet the needs of rural road maintenance, so must be reformed.This article analyzes the management system of rural road conservation at the different stage; analyze the motive for the reform about the rural road conservation mechanism; and advances the ultimate goal is to set up a mechanism which make the county to the major role and market-oriented conservation based on domestic and international experience in highway maintenance system reform. Also this article analyzes the guiding principles and basic ideas of the reform for rural road maintenance, research the selection for the different regions of rural road maintenance system reform, pointing out that the eastern developed areas can choose the way which directly enter the stage of full market; while the central and western regions must be reformed step by step. This article makes a study on the problem how the conservation of rural road realize the market-oriented operating mechanism, analyzes the relationship between the conservation units at the conservation market, and elaborate the means to implement the market-oriented conservation including four aspects as the formation of specialized companies, the implementation of Bidding system, the implementation of conservation quality supervision system and the implementation of contract management. Finally, this article analyzes the major obstacles that the reform for rural road maintenance system and operational mechanism will face, and put forward the corresponding safeguards.
