Research On Management Of Road Maintenance In Rural Areas For Jilin Province

As one of important conditions of country economy in Jilin province, the rural roads play an important role in development of economy, and social stability. Nowadays, the rural roads including country road, town road and village road, are very extensive, which is more than half of the all roads in Jilin province. Jilin is a big grain producing area in China, and a key base for commercial food production, and the transportation is the bridge of realizing agriculture and country economy, especially the rural roads. With the development of agriculture farmer and rural area and urbanization, it is important to develop the rural roads for Jilin province.Firstly, on the basis of some literatures about country road maintenance at home and abroad, the paper analyzes the connotations and rules on rural road maintenance, and introduces the development situation and characters in Jilin province country roads. Secondly, Jilin rural roads maintenances and administrative organizations are investigated, and the problems are put forward from management system, conservation funds, rules and regulations, and so on, which could lay the foundation for the next in the paper. Thirdly, the paper introduces maintenance modes on rural roads in China, and investigates the modes in Jilin province, including association management mode, contract maintenance mode, consigned maintenance mode, special agency management mode. Finally, the paper gives some advises from management system, road administration, green channel construction and assessment mechanism. The research in this paper will provide theoretical reference and practical guidance for rural roads maintenance and management in Jilin province.
