With the development of the national economy, the urbanization process of our country becomes increasingly fast. Our country and all level governments threw in a great deal of manpower, material resources and financial powers to carry on the construction of the city infrastructure such as the municipal projects. However, compared with the huge need of funds, the devotion of the funds on the municipal projects is very limited and lacking. Therefore, it is the focus that people pay attention to that how control funds and raise effect of the investment of the funds, it is also an important research topic in the engineering construction realm.The thesis proposes the basic theory and method of municipal engineering cost integrated control, which bases on the theory of integrated management, economic theory, modern control theory etc, that makes the "three factors" of project management-cost,process and quality constitute of a target system, then makes the target system to be implemented integrated management.Firstly, the thesis introduces the basic theory and method of engineering cost control and integrated management into engineering project management, then researches the connotation and characteristic of municipal engineering cost integrated control. Based on the features of municipal engineering and engineering management, it makes the integration idea throughout the municipal engineering cost management and the whole process of project management mode, according to integrated management as its guideline , according to the three factors as its core , according to the theory of combination of qualitative analysis and quantitative analysis as its foundation. Secondly, the thesis introduces the conception and the principle of the earned value management, on the basis of which, a quality parameter is incorporated and a method of municipal engineering cost integrated control comes into being. Thirdly, take advantage of multi-attribute utility function theory, this thesis establishes the integrated control model that contains cost-process-quality. According to network planning techniques and improved genetic algorithm, the most satisfied result and several approximative satisfied results can be obtained. Finally, the method has successfully applied to a specific project, and good economic performance has been obtained.The research result of this topic has important theoretical and realistic meanings in municipal engineering cost effective control.
