The importation of high quality cows is one of the main tasks for the port inspection and quarantine bureaus these years. The importation of animals and animal products involves a degree of disease risk to the importing country. This risk may be represented by one or several diseases or infections .The principal aim of import risk analysis is to provide importing countries with an objective and defensible method of assessing the disease risks associated with the importation of animals and animal products and take necessary precautions to reduce the risk to the lowest level ,so as to protect the animal health and people's life safety, to improve the production of dairy industries, to protect the safe production of our country's stock raising and to promote the international trade of animal and its production.Based on the "GUIDELINES FOR IMPORT RISK ANALYSIS" by OIE , " The Administration of Risk Analysis in Importing Animal and Animal Products by the State Administration for quality supervision and inspection and quarantine of P. R. China (AQSIQ), and the right and obligation which is stated in the agreements when China entered WTO, the list of infectious diseases and verminosis with which Australian cows could be infected were assessed and confirmed by the qualitative RISK ANALYSIS and the testing results for the imported Australian cows through the Lianyungang port and other ports in China were taken into consideration.The commodity of risk analysis are mainly cows, including other bovine breeds. The other factors are also taken into consideration: the different social economical development levels, geographical environment and animal diseases occurrence and season difference, such as blue tongue epidemic in Pilbara in northwest of West Australia, 70-90% positive cases for Bovine Ephemeral Fever in north area of Australia, Akabane Disease and Bluetongue Disease epidemic occurring in the season when the carrier host are active.Taken into account the biology character, distribution, the range of host, introduction, spread and economy effect of the diseases, It is confirmed qualitatively that 34 epidemic diseases currently or potentially infected by the Australian cows should be inspected in...
