Research On The Guangxi Nature Reserve Ecological Beneficial Compensation Mechanism

The theory of ecology economics, institution economics and policy study has been selected to research the ecological beneficial compensation problems in Guangxi nature reserve. All the research is based on the reality of Guangxi. From the points of public finance and valley compensation, the research tried to build an operational and sustainable nature reserve compensation mechanism. In the meantime, all stakeholders—the managers, policy-decision-makers, and beneficiaries will acquaint the management conditions and problems of Guangxi nature reserve. The research will be meaning to decision-making for compensation fee institution for environmental benefits.Guangxi Jinxiu DaYaoshan nature reserve has been chosen as a case study. DaYaoshan owns the key ecological position, which is one of the most important watershed forest areas of Guangxi. In accordance with the field trips and literature review, acquired the basic conditions, forest resource data, ecology observation materials and experimental compensation data, etc. The study used cost compensation method to count compensation criterion, built demand model of public finance, and put forward that the diversity of compensation body and way is essentialto compensation mechanism. Finally, the paper disused the problem of economic compensation on peasants around the nature reserves.The analyzing results indicate: (1)The future policy should focus on the properly determination of compensation objects, making up scientific compensation criterion, exploring valley compensation mode, etc. (2)The building of ecological beneficial compensation should fix on government pushing, institution driving and market pulling. (3)The ecological beneficial forestry is absent of the supporting of public finance. Forest ecological beneficial compensation fund should be added to public finance payment system. (4)Attempt to establish forest ecological environmental service market in Zhujiang River (Guangxi parts); Set up valley ecology construction fund; Expand compensation range. (5)We should not ignore the economic compensation on the peasants, and try to realize the joint compensation of nature reserves and communities.
