As one of the serious natural disasters, drought causes great influence to agriculture. With the excessive exploitation of water resource, ecological degenerate and the increase of extreme climate affairs under the background of globe change in the last 50 years, the measure of area disturbed by drought appears the trend of rise, and for this reason, the reduction of grain is about 5 billion kilogram per year in our country. How to make effective measures about alleviation drought and minimize damage has been a crucial course for the governments, scientists and agriculture operators.As the result of interaction of nature, society and eco-environment, agriculture drought is restrict barrier for agriculture sustainable development. Studying on resilience of agriculture drought system emphasizes the humanity itself effect on the drought's adaptability, adjustment, resistance, defense and recovery, simultaneously. It has the important meaning to improve the comprehensive management for the risk of agriculture drought and to achieve the benefit of environment, economy and society.This test bases on former study, and it chooses Xingtai city lying in the North China District as the representative of irrigation regions, in which the drought and retrograde of water environment seriously. It discusses the factors that influence agriculture resilient from nature, society and economy aspects and establishes indexes estimating system and model. After these, on the basis of nine characteristic years which include the rainy year, normal rainfall and dry year characteristic year it estimates the resilience of drought of every county belonging to Xingtai from 80 decade to 21 decade and analyzes the results to find out the proper strategies as the basis for the government to make the policies of management of drought.The results indicate that:(1) In the scale of towns, the whole level of drought resilient in Xingtai has been enhanced, but region diversities become evidence. The whole level of agriculture resilient is high and grows rapidly in Xingtai, Shahe, Baixiang, Longyao, Ren, Nanhe, Ningjin, Qinghe and Linxi, but reverse in Lincheng, Juquan, Weihe, Guangzong . These show us the increased difference among regions for output per man and nonagricultural income and irrigation facility is the main reason for the more and more obvious difference of agriculture resilience in Xingtai region.(2) Among the rainy years, based the whole level of agriculture resilience enhanced, the agriculture resilience enhanced rapidly in Baixiang, Qinghe, Ningjin, Longyao, Ren, Nanhe, Xingtai and Shahe. The resilience of other's were impacted on by precipitation, and those indicated fluctuated increasing. In the normal rainfall agriculture resilience enhanced rapidly in Baixiang, Ningjin, Longyao, Shahe, Qinghe and Linxi. And in the dry years, resilience enhanced rapidly in Ningjin, Baixiang, Longyao and Qinghe, the others amplitude are slowly. We can see Ningjin, Baixiang, Longyao and Qinghe have better irrigation facilities and the level of economic development in the upper. Therefore, it can mainstain a more stable growth of drought resilience. The resilience of other's was impacted on by precipitation, and those indicated the fluctuated increasing.(3) Nature factors of agricultural production restrict agriculture resilience; meanwhile social factors accommodate farmers' production. Especially personal income and nonagriculture-income are the key factors.(4) The measure of enhancing agriculture drought resilience has two parts - the complex adjusting and sub area building.The synthesis adjustor completely diagnoses Xingtai agriculture drought from the angle of the citywide system control , alleviate comprehensively the pressure of agriculture drought system with manifold measure such as using police and statute, the power of water and market price,agriculture drought insurance, science and technology and education train.Sub area build pertinence put forward the measure of buildup agriculture drought resilience considering comparability and otherness of the nature environment and society economy. Multilevel resilience zone in the west of the Taihang Mountains should energetically develop rainwater collect item; develop excessively forest and fruit and stockbreeding; Moreover we should pay attention to the environmental rehabilitation in mine zone in order to prevent water and soil prediction of a person's luck in a given year from arousing drought High resilience region of mid-region, Xingtai should co-operate with corporation and develop commercial agriculture production, and change social-economic condition. Meantime decreased of underground water should lead local government to rule scientific regulation and make good use of limited fresh water. Low eastern plains restoration of multi-district should increase the intensity of improved soil Suitable for the cultivation of crops to improve the productivity of land. We'd better choose drought-resistant strains and the construction of water-saving facilities to protect groundwater environment.
