Drought has the characteristics of the large acreage, lasted long and great harm. Everyyear there is about more than half of global areas will be affected by drought, it has becomethe most important factor of current agricultural sustainable development. Agriculturaldrought as a variation factor of the earth’s environment is unavoidable.Xingtai Country is typical regions, due to the time and space of rainfall is uneven, waterand soil resources combination conditions is poorer, agriculture drought is frequent. ThereforeXingtai Country as a example of study agricultural drought, this can provide the scientificbasis about the sustainable development of agricultural production system of the north ofChina plain and the Taihang mountain.This paper through analyze the influential factors of agricultural drought adaptation suchas the natural environment, society, economy, and farmers management, construct evaluationindex system and comprehensive evaluation model of adaptability, and the authors evaluatedthe agricultural drought adaptability, according to the evaluation results classify index the ofadaptability, apply GIS mapping software to get the1999-2008years of agricultural droughtadaptability comprehensive evaluation index classification figure, and put forward countryand township levels of scale of enhance the countermeasures of agricultural droughtadaptability of the Xingtai Country. Has drawn the following conclusions:(1) Drought adaptability refers to that the ecological system of agriculture in long-termproduction process, in order to reduce the outside pressure brought by the natural, social andeconomic, active or passive implement internal adjustment measures of system, and graduallystrengthen the ability to adjust the dynamic process.(2) The main influence factors of the adaptability of regional agricultural droughtdynamic change come from natural environment, social economic and human effect. Whenauhtor study the influences found that the per capita amount of resources (per capita netincome of farmers, and cultivated land area per capita) in increase year by year. Whenanalysis the questionnaire survey data and found that, in recent years, farmers adjust on theagricultural production and the life, such as increasing agricultural production funds,manpower and material resources investment; improving the farmer income diversity, whichincreases the non-agricultural income; increase farmers to capital investment and had apositive impact on the use of griculture resources.(3) Agricultural drought adaptability evaluation index system including eight index,respectively, labor, labor quality proportion, irrigation index, the per capita share of grain production, multiple crop index, sown to grain yield per hectare. Select eight index for thedifferent emphasis because of the influence degree is different, so the large key degreerinfluence indicators of agricultural drought adaptability have included. In the certain basis toindex, the experts score method to determine the weight of each index to entrust the weight.In weight assignment, the index have been to dimensionless after processing, building thecomprehensive evaluation model.(4) Use this paper construct the index system and the comprehensive evaluation modelfor the assessment of1999to2008years of township level of Xingtai Country agriculturaldrought adaptability. The results show that: from the view point of time, space,1999to2008agricultural adaptability drought index of Xingtai Country towns is in change and in graduallystrengthened. Different landscape types of agricultural drought in adaptive capacity inenhancing gradually, the level of landform areas for agricultural drought adaptability is: plainregion> hilly area> the mountains.(5) Improve the ability to adapt to drought, not only to emphasize water saving, stillshould take mitigation strategies. At the county level should be rational use of water resourcesdevelopment scale, the adjustment of the land use structure, improve farmers adapting ability,strengthen government macro-control; The township scale should be zoned regulation, theeastern plain should build a batch of water conservancy project, change basin irrigation tosprinkler irrigation, adjust agricultural structure, increase of non-agricultural income; Incentral hilly area should be built engineering of catchment or impounding,choose some desertfood crops or promotion planting area of cash crop, reduce soil and water loss, to keepmoisture in the soil; the western mountainous area should be build some pumping station,carry out return the grain plots to forestry,mountainous area can also devote major efforts todevelop breeding,so that farmers can get rich non-agricultural income.
