Over the centuries, human beings have converted natural resources into material wealth through engineering technology, promoting social and economic development and the improvement of labor productivity. However, as the process of industrialization, the large number of non-renewable resource consumption and serious pollution of the environment, the relentless destruction of the ecosystem, mankind's survival and development are in a serious threat. Works in practice on the ethical issues become the focus of academic to chase down the reasons of the loss of ethics in our works of practical activities through the ethical content of engineering practice, so as to put forward the institutionalization of engineering ethics. Full text divides into four parts.In part I, set forth the connotations of engineering, ethics and engineering ethics, distinguish the relation of engineering and technology, and describe the rise of ethical background of the times and the status quo of study.In part II, analysis and interpretation of different levels of ethical issues in words in practice, the level of social practice and professional ethics level. In the process of ethics in the works as a research of engineer professional ethics there has been controversy, the author detailed analysis of the internal and external features of the professional ethics of engineers.In part III, set forth the reasons of lack awareness of ethics in China through technical concept, project concept, engineering methodology, ethics factors and engineers professional difficulties.In part IV, lead to the institutionalization of engineering ethics from the importance of engineering goodness in works of practice. For taking carrying out engineering ethics education, training engineering conscience as basis and taking regulating the industry standards, enhancing capacity of restriction of laws and improving the ability of supervision of government departments as means to carry through the institutionalization of engineer ethics.
