College English Teaching Reform has made College History-Based English come into being, which aims at integrating the layout of English Teaching for College History and developing versatile gifted persons with the knowledge of English and major. It also has helped training teaching staff who exchange Chinese Culture with the outside world and affording more opportunities for College graduates. However, compared with EGP, the current situation of College History-Based English is looking blue. Most colleges and universities blindly set up History Subject Bilingual Teaching Course directly after the completion of EGP course, giving little attention to College History-Based English. In this way, it will never accomplish the effective objective of Bilingual Teaching.This paper deals with the problems and solutions to the present College History-Based English. It is divided into four sections.Section I: Generally describes the relevant questions of College History-Based English, focusing on the research background, research meaning, research thoughts, research key points, research innovation and research methods. Section II: focuses on the definitions of key terms in College History Subject-Based English, explaining ESP, History Subject-Based English, History Subject-Based English teacher, History Subject-Based English teaching objective. It examines the relationship among EGP, ESP and Bilingual Teaching in College History Course. The paper gives the limitations of History Subject-Based English as well.Section III & Section IV: focuses on the problems and solutions to the construction of College History Subject-Based English. Based on the research and analysis of History Subject-Based English among several universities in Chongqing and Chengdu, the paper sums up the existing problems and reflects the drawbacks in teaching plan, textbooks, teaching mode, teaching means and methods, teaching assessment and teaching staff .The paper brings up the appropriate solutions as well.This paper is aimed at sharing opinions with relevant educators and gradually raising the overall level of College History Subject-Based English Teaching.
