In 1990s' Joseph S·Nye, the professor of Harvard advanced the concept of "soft power" in his book Bound to Lead:The Changing Nature of American Power. After that, the concept was approved by most of the countries; research of soft power is becoming a hot topic in this day and age. People have realized that the soft power has become the hardcore of the comprehensive national strength in the background of global economic integration, and the hard power is not the only way to improve national strength. Therefore that is why the research of "soft power" turns into a hot topic recently. The China academic circles also pay more attention to the concept, and the Chinese government treats it as a new strategy of culture development. But the most research can not tell the difference between the original concept and the concept advanced by China, the research also has not defined the China soft power concept, and there is not a series theory for the development of the cultural soft power. The goal of this paper is to analyze the cultural soft power in the context of China, and find the problems that it facing in the global background, and then put forward a proposal of how to develop China cultural soft power.
