Human resource takes a very important role in the development of social and economy as the unique active and lively resource. With the deepening of opening up and reform, the flow of human resource becomes more and more frequent. The emerging of problems such as human resource shareholding makes new demands to appraise the value of human resource. But the theory and method study of human resource value is nearly blank, which causes the human resource evaluation becomes an impatient problem to be solved in theoretical and practical. The article studies the status quo and probes into the theory and method of human resource value appraisal. This study fills in the gap and provides a beneficial guide for practice. The paper gives the clear definition of human resource by comparative method, clarifies vague recognition about human resource and relative conceptions, analyzes the necessity and feasibility of human resource evaluation through combining theory with practice, puts forward the viewpoint that the drain manpower must be valued both enterprise and person. Based on the probing into the value constitution and influence factors, the article studies the basic theory in system approach, points out the specific property of human resource, defines the enterprise human resource as appraisal, gives its premise assume and principle. The asset appraisal ways are applied to human resource value appraisal. The author models the human resource value appraisal and verifies the feasibility from the direction of community and individual value. The research will offer the main reference to establish the theoretical system of human resource value appraisal in China.
