Abstract/Summary:
The global economic competition is drastically strengthened at the present. All the nations of the world have attached great importance to the efficient development and rational utilization of various resources. Human resources, which is the most active one, has become the condition of the first importance for every state to develop and utilize for reinforcement of national comprehensive strength. The cadres of the Party and the government at all levels are put at an important position to have them carried out through masses, since he political guidelines and policies have, already been decided and the cadres become the decisive factor for their implementation? It is obvious that at this situation the cadres of the government and the Party have become the most important part of the human resources. HOW to improve their enthusiasm to promote social progress and economic development so that they can make their role into full play? This is both a new problem and a new situation arised for cadres?team building in the process of the further development of our socialist market economy. After investigation, the author of this thesis has made some deep thinking of and exploration into the strengthening of reform of cadres personnel system from the views of human resources development. This thesis consists of four parts. In the Foreword some basic concepts, charateristics and its significance of human resources during economic development are mainly introduced. Further more, descriptions have been given to the basic experiences as well as existing rnalpractices in the reform of the cadres?personnel system since the third plenary session of the 11th Central Coninittee of CPC was held. The first part of this thesis gives an objective analysis to the status of the institutional cadres?team after an investigation in X city. The second part proposes the goal of the reform of the cadres?personnel system as well as an analysis of the specific requirements on cadres? quality in the market economy. The third part, which is the core of this thesis, deals with the exploration into the ways of the reform of the cadres?personnel system from 9 aspects as follows: (1) Making it a rule that only the capable and talented personnel should be selected and promoted. (2)Improving democracy and promoting the openness and transparency of the work of cadres management through establishment of strict procedures. (3) Strengthening the establishment of a management system for the education, training and the quality promotion of cadres. (4) Promoting the exchange of cadres for optimization of the human resources allocation. (5) Introducing a system in which cadres are ready to be promoted to a higher position or transferred to a lower post. (6) Perfection of the examination and verification mechanism in which the good ones will be selected and promoted. (7) Strengthening of the fight against corruption and setting up and perfecting a mechanism for poier monitering and restriction. (8) The education of the party and government cadres for a better outlook on their life, world and values, and the establishment of an encouraging and binding mechanism for the improving of enthusiasm of our cadres. (9) Several important issues to be properly handled during the reform of cadres?personnel system.
