Positive Studies On The Regulation Of Tea Industrial Structure In Zhejiang Province

21st century is a very important time for the development of Zhejiang tea industry.In this century, both in the fields of the whole country's tea industry and the rural economics of Zhejiang Province, the functions and status of Zhejiang tea industry will be paid more attention and improved to a new level.Surviving in this changing world, Zhejiang tea Industry has to face the challenges and seize the opportunities offered by the time. In order to keep the good trend in last century and seek the further development in the new century, Zhejiang tea industry should stare with detecting and fostering its new economic development poles, activate the endogenetic economic mechanism and readjust the industrial structure. Only through these positive measures could Zhejiang tea industry well adapt itself to the new macro-economic circumstance, which was resulted from the reformation in rural industrial structure and China's entry into WTO.In this paper, we made some positive analyses on the aspects of tea sorts, tea industrial organization structures and its regional distributions. And based on the findings, some constructive proposes and suggestions on optimization of resource collocation and utilization and on rationalization of industry construction were put forward.This paper can be divided into three parts: theories, positive analyses and conclusions.Several economic theories, involving economics growth system, industrial structure system, industrial distribution system were quoted and explained in the part of theories. In addition, the meanings or properties of some essential economic elements and relationships between them were also illuminated.The positive analysis was the core part of the paper. First we analyzed the formation, evolution, and development of Zhejiang tea industry. It mainly illustrated the history, development, and the evolvement of managing systems and economic policies on Zhejiang tea industry. Secondly, from the points of commonly tea v.s. distinguished tea and export tea v.s. tea for domestic consumption, we analyzed the contribution rates of these kinds of tea to the production value of Zhejiang tea industry. Thirdly, the status quo of the organizations of Zhejiang tea industry were analyzed as well. According to the results, we established a pruductionfunction model for tea production. Furthermore, with Sorrow's analysis method, the relation between input and output of Zhejiang tea industry was quantitatively analyzed. Finally, in application of increase pole theory, we discussed the issues on the regional distributions of Zhejiang tea industry such as the protection of original producing areas, the establishments of producing bases for organic tea and steamed tea for export purpose.A conclusion on the development of Zhejiang tea industry were given in the last part, which were grounded on the above theories and analyses. And some concrete opinions and suggestions were offered for reference.
