The villages and towns governments are the basic level of five levels (centre, province, municipality, county and village or town level) governments system in China, which is the footstone of national administrative management system. The main working of civil servants of villages and towns government is facing farmers directly and serving rural areas and agricultural development. Their capacity, serving attitude and performances are related to the effectiveness performances and goals achievements of villages and towns governments, which also the keys to solve the issues on rural areas, agriculture and farmers and to build a new socialist countryside and a harmonious socialist society. Therefore, to study and discuss the incentive mechanism for civil servants in villages and towns governments and how to promote the effectiveness of incentive have important theoretical and practical significance on stimulating the initiative, activity and creativity of civil servants and promoting the administrative efficiency and execution of villages and towns government.The essay insists on starting from the reality of incentive mechanism for civil servants of village and town governments and adopts the methods of document study, questionnaire survey and demonstration analysis.The author collected and read a great number of documents on incentive issue, researched and referenced predecessors’ academic achievements as well. Base on the real operation of villages and towns governments and their civil servants, the author conducted a questionnaire survey on the incentive status quo of some civil servants of villages and towns government of Yongtai county in Fujian Province and analyzed the survey data. Then, the essay reveals the problems of the incentive mechanism for civil servants of villages and towns governments at the current stage. Based on analyzing the causes of the problems and referencing beneficial incentive idea of ancient China and the advanced incentive experience of modern western countries and followed the principle of incentive mechanism, the essay puts forward advices on establish scientific relevant mechanism from three aspects, which are changing incentive idea, optimizing incentive system and improving incentive methods.
