The transfer of the surplus labor force from the agricultural sector to the non-agricultural sectors is a course that all developing countries have to experience when they develop from traditional society to the modern one. Now, China is experiencing the same course. However, since China is also changing from the planned economy to the market economy, and the gradual economic reform makes China form four-dimension economy, this course in China has its characteristics.Based on the classic theories of the surplus agricultural labor force and the analysis of the four-dimension economy, using the methods of structural analysis and systematic analysis, this thesis studies the transfer of the Chinese surplus agricultural labor force, and puts forward some solutions to the existing problems.This thesis consists of four chapters:Chapter one introduces the theories on the transfer of the surplus agricultural labor force under the two-dimension and the three-dimension economy, and makes brief comments on them.Chapter two analyses the structure of our country's four-dimension economy. This chapter first points out that the four-dimension economy, as the result of gradual reform, contains the four parts of rural agricultural sector, TVE sector, urban informal sector and urban formal sector, which differ in trade distribution, technology level and property right system, then analyzes its forming course and characteristics, and explores its existing certainty finally.Chapter three gives a detail analysis to the transfer of the Chinese surplus agricultural labor force under the four-dimension economy. In fact, the transfer of the surplus agricultural labor force is a way the market disposes resources efficiently. Affected by the pushing force and the pulling force, the peasants show strong willing to transfer. So, the TVE sector and the urban informal sector can absorb most of the transferring labors at very low cost. This chapter explains the meaning of the surplus agricultural labor force under the four-dimension economy and measures its scale, summarizes the motive force for their transfer, analyses how the non-agricultural sectors absorb them and the benefit of transfer.Chapter four points out that the obstacles, which hinder the transfer of the surplus agricultural labor force under the four-dimension economy, originate from the defects of the agricultural land system, the registered permanent residence system, the TVE sector and the urban informal sector, and raises some advices to clear these obstacles.
