This paper makes a research on the model and method of the S&T input and output in higher institutions. The papers researching S&T input and output are abundant, but few in them are doing research by using super statistics method. So the paper studies S&T input and output by using multivariate statistics analysis, econometrics model, partial least square and path analysis, comprehensive evaluation, etc. The result demonstrates: higher institutions' role begins to emerge in new National Innovation Systems as an important base in scientific research and primary base in basic researches. But there are still some problems, such as: S&T input is not enough in higher institutions; it is still uncertain of the government's principal role in S&T input and the transformation of S&T achievements seem to be worse these years.The paper contains six parts.The first part researches the present situation and significance of the model and method on the S&T input and output in higher institutions.The second part analyses the basic status of S&T input and output in higher institutions by S&T input, S&T process, S&T output, and monitoring S&T input in higher institutions by monitoring judged standard in S&T input intensity in higher institutions. At last, it explores initially the relation of S&T input and output by canonical correlation.The third part establishes econometrics model of S&T input and output by partial least square (PLS) and analyses the structure of S&T input and output, then establishes the forecast model of S&T input and output by curve estimate and forecasts S&T input and output.The fourth part establishes and analyses running mechanism of S&T input and output by PLS and path analysis.The fifth part sets up an index system of statistical monitor and comprehensive evaluation for S&T progress and the method and technology of the monitoring system were expounded. Then, the S&T progress for the higher institutions in 2002 were monitored and evaluated.The sixth part is the conclusion and the relevant advice on the above-mentioned problems.
