Shan-bei's Integrated Economic Planning Based On Input-output Analysis

Shan-bei has favorable natural resources and has made considerable headway since the policy of reforming and opening-up. But Shan-bei falls behind in general. When the strategy of West's Development puts into effect and the base of energy and heavy chemical industry in Yulin is built, it is a good opportunity to develop Shan-bei. Shan-bei's development can enforce her standing in Shanxi province and the whole country, and raise the people's living conditions in Shan-bei region. The thesis is based on the Shanxi's soft-scientific item "the decision-making research of the development of the leading industries in Shan-bei region" .The thesis has a systemic analysis on the national economy in Shan-bei region, hi virtue of data, the thesis sets up Shan-bei's integrated regional planning model based on input-output analysis, and plans out the synthetic economic development of Shan-bei region. The fundamental objective of the planning is to improve the living conditions of Shan-bei's people. The planning emphasizes the leading industries and keeps the coordination of the whole economy. The planning can offer the scientific basis for the decision-making for the local government. The conclusion of the thesis is of insignificance for the adjustment of the industrial structure and the comprehensive development of Shan-bei region. The implement of the planning will increase the revenue of the local governmeng and improve the living conditions of the people.First, the thesis has an analysis on the current conditions and the opportunity of Shan-bei's development. Second, the thesis introduces the theory of input-output, including its definition ; static product model; its application and regional model. Third, the integrated regional planning model is set up and it consists of three plans. The model's objective function is the maximum of the national income and the constraint of input-output is handled creatively.The constraints of the resources and the upper and lower limits of the output values of all the departments are involved in the model. The outcome of the model is the output values of all the departments in 2010 and the output values are based on the uniform price in 2000. The model either emphasizes the leading industries for the province and the country, or keeps the coordinative development of the national economy. Finally, the result of the planning is analyzed, including initial analysis ; the analysis of the economic structure ; the input-output analysis and the sensitive analysis.The conclusion of the thesis is of great insignificance for the construction of shan-bei's economy. And it will be used for reference for the research of macro-economy and the planning of national economy in our country in theory and practice. The method ; process and technique of the thesis can be used in the integrated economic planning in other regions.
