The mode of regional innovative economy developmentoriginates from a series of successful attempt at the innovationin various new regions examplified by "Silicon Valley" in AmericaInnovative ability is one of the decisive factors in determiningthe position of of the region or the country in the new economicpattern. Under the background of the Exploitation of the Westin China , Chongqing municipal government decided to establishnorthern-new area in the north of downtown area of Chongqing inorder to improve competitive ability of regional economy, tosupport and drive economy development of Chongqing. It is animportant task for Chongqing to develop regional economy. It hasimportant realistic significance to explore the development modeof Chongqing northern new area. Basing on this condition, thispaper explores the innovative mode of exploiting northern newarea and the method of founding regional innovative system interms of regional innovation and city development.
