Keeping stable increasing of stated-owned economy is required in the early days of China's evolutionary reform. There is no enough fund to meet the need, so the government set up simplistic , monopolist financial property right structure under these circumstances in order to support stated-owned economy through providing financial resources. After the reform and open, unitary financial property right struture, however, is imcompatible with the rapid development of nonstated-owned economy. As a system supply, China's nongovernmental finance is able to meet the multi-level financial needs of nonstated-owned economy and has important meaning to the change of the whole financial system.China's nongovernmental finance refers to the spontaneous folk credits, opposite to the governmental finance. It's not only one sort of financial institutions of providing funds, but also has some characteristics of social institutions under which people help each other and develop together. People pay close attention to it from two aspects. On the one hand, how does it emerge and develop rapidly in formal financial system with the feature of financial control; on the other hand, how does high interest rate of the nongovernmental finance form and keep stable opposite to low interest rate of official finance.This writing unfolds from the two subjects and stresses emphasis on the demonstration of the necessity and feasibility of developing China's nongovernmental finance combining with the background, status , makeup and content of the current nongovernmental finance. The author also give a detailed analysis on high interest rate of China's nongovernmental finance from the theory and practice. At the end of the article, rough assumption of the prospect of developping China's nongovernmental finance is introduced and the author puts forward corresponding countermeasure.
