At this time of day, the competition among the enterprises is also the competition among the talented persons. The most complex and difficult problem of the human resources management of the enterprises is the payment management. It will help to guarantee the competitive advantages of the human resources fundamentally and at the same time the competitive advantages in the market if the enterprises can establish a reasonable and effective payment management system. As one of the most important powers of our national economy, the nongovernmental enterprises also have the same difficulties though they are developing rapidly and there are also nonstandard and unscientific obstacles exist in the aspect of human resources management especially in the aspect of payment management, which are blocking their developments nowadays. The study of this subject will be helpful for the nongovernmental enterprises management especially the payment management as a reference and direction. Furthermore, it will help to increase the scientific management level of the nongovernmental enterprises and will help to drive the development of them and also the development of the economy. This text analyzes all kinds of payment management theories briefly in using the basic theory of the payment theory, such as the early payment management doctrine of Adam Smith, the subsistence theory of William Betty, payment determined theory of Marxist Economics, labor capital theory of western economics and the equilibrium of supply and demand payment theory of Marshall etc. On the basis of the analysis of the basic payment theories, it tries to hold the front porch of the payment management development so as to do research in the functions and rules of the payment management. Payment management is the analysis and adjustment process of the payment standard, providing level, elements structure that are needed when managers pay the employees. It has the functions of compensation, encouragement, benefit, statistics and supervisory. The establishment of the payment system includes indirect payment that means insurance, social security and holiday welfares etc and direct payment that means basic payment and encouraging payment etc. Basic payment includes salary and wage and encouraging payment includes bonus, stock option and profit sharing etc. There are many kinds of payment systems and they are time, performance, outstanding achievement and welfare payment system and also the yearly pay system, stock ownership encouragement and stock option system that are executed in recent years. The basic principle of the payment management is rewarding by merit and increasing the payment on the basis of advancing production and the combining of the material and moral encouragement. The norm in forming the payment system is concise, unitary and agile. The rules of the payment are the principle of paying in cash, paying directly, paying totally, paying on time, paying urgently, discharging preferentially, transacting freely, paying equally and complying with the laws and regulations etc. Under the direction of the theories, this text analyzes the payment management systems of the state owned enterprises and the nongovernmental enterprises comparatively. The main difficulties exist in our state owned enterprises are the disjoint of the salary level and the market price, the incapacity of the right reflection of the post value from the post salary, the lack of standard and quantified performance check of the employees, singleness of the distribution method and the lack of the long term encouragement. The existences of these problems effect the development of the state owned enterprises and in this case, many state owned enterprises are brewing reformation and this means to change the conventional management systemand operational mechanism of the plan economy and to establish a new system and a new mechanism that are adapted to the characteristics of the market economy. At the same time, the human resources management of our nongovernmenta enterprises surely had its advantages in its pioneering stage. However, these advantages are weakened when the "second stage"is coming, even they might become the obstacles of further development. Although more and more nongovernmental enterprises realize that the perfection of the science has a far-reaching influence for the development of the enterprise payment management especially when the competition environment is more and more perilous and the strengthening of the payment management has become the trump card in keeping the competitive power of the enterprise, there are still many problems exist in the management of the payment such as "what you gain depending on what you have paid"and many bosses of the nongovernmental enterprises consider that if the employees want to get more, they must work more. "Materialism Das Kapital"is a typical and primal viewpoint of payment management, which ignores the function of talented persons and pay for the employees in using conservative viewpoint. The viewpoint of "high salary will keep lazy men"accords with the hypothesis of "human nature is bad", and it is difficult to attract excellent and talented persons with this kind of thinking. The viewpoint of "high salary must will attract and keep talented persons"ignores the encouragement of the non-material payment of the payment management theory. The lack of scientificaalness in establishing the payment system, the determination of the payment system of the enterprise only by the boss, the confidentialty of the payment system will weaken the encouragement of the payment system. After finishing the analysis of the payment system characteristics of the state owned enterprises and the nongovernmental enterprises and the developing direction of the nongovernmental enterprises, it works in the casestudy of the nongovernmental enterprises that is to dissect the payment management present situation, problems and reasons of the Ji Lin Bai Yang Decoration Group Co., Ltd. and finally optimize design the payment management system of the enterprise. We see that the direction of the nongovernmental payment management through the analysis of the Ji Lin Bai Yang Decoration Group Co., Ltd. is to be directed by the modern payment management theories aiming to clear up the property right relation of the enterprise, try different kinds of ways to increase the intrinsic payment of the employees, increase the employees'interest to the work so as to diving their latent energy out and form a push. At the same time, try to form a pull through rearranging the cash plan payment of the employees, developing different kinds of career, permitting employees sharing the surplus of the enterprise and combining the individual interest of the employees and the interest of the enterprise through the stock power of the labor capital. Under the resultant of forces of these two powers, try to move the enthusiasm of the employees and execute the labor capital running strategy in the company and dilute the capital storage of the enterprise step by step. It is the fundamental way and the necessary choice for the continuous development of the enterprise in trying to promote the development and achieve equity with efficiency, untying the "fast knot"of the property power of the nongovernmental enterprises, achieving the stock power of the labor capital between the entrepreneur and the manager, establishing a healthful labor capital strategic encouragement mechanism and high cohesion integration management system of the enterprise.
