On The Changes Of Civil Service's Administrative Idea In The New Era

Our country is on the process of social reforms from planned economy to market economy . Civil service's administrative idea plays an important role in the transform form traditional government to modern government. The reform of government system and innovation of government behavior must be based on the modernization of civil service's idea . The admittion of China to WTO means necessary reforms should be carried out. This thesis discusses the necessity and practical ways of the transformation.The complexity of administrative idea determines the transformation is a very complex project, which is motivated by administrative phenomenon. To cultivated civil service's value of high efficiency and justice , social administrative idea should be modified in macro_level and civil service's value should be directed . The finial aim is to change administrative idea from negative types to positive types. During the transformation ,we should handle the relationship between traditional types and modern types ,eastern types and western types . The practical ways of the transformation is to construct modern administrative idea .The realization of socialism modernization can be achieved by the innovation of idea and system.
