On Administrative Culture Obstruction And Its Elimination Of Our Country During The Construction Of Service-government

On the basis of the analysis of ideal and traditional administrative culture during the construction of service-government,this article represents,by contrast,that the two kinds of administrative culture have the distinctive influence on the construction of service-government. And then the author points out some methods to innovate administrative culture according to the above analysis. The article has four parts. Introduction introduces briefly the background,intention and study methods of it. Chapter 1 puts up with the basis of administrative culture during the construction of service-government,and lists some types of administrative culture such as innovative administrative culture , service type administrative culture and so on. The last tow chapters are the emphasis. Chapter 2 describes all sorts of phenomena on how and why rational administrative culture refrains from constructing service-government from the three aspects of government,society and institution. The last chapter points out how to clear off the deficiency about administrative culture.
