The external circumstances of S academy has thoroughly changed, because of the reorganization of the five large national defense industrial corporations to the ten large military group corporations, and the transfer of the scientific research system from planned economy system to market economy system. Competition becomes more and more fierce. The market rules have changed, thus the capabilities of customers in mastering markets are growing. It is difficult for S academy to fit in with these changes because it has been run under planned economy system for many years. Although it has an advantage in the trade for its internal resources, it is in a disadvantageous situation and cannot meet the requirements of market changes. Therefore it is necessary for S academy to fit in with the external circumstances through transformation.In this paper, the internal conditions and external circumstances of S academy are analyzed. It is stated that S academy has an advantage in the trade for its internal resources, and has the internal support in forming core capability. Due to the long-term influence of planned economy system, its internal activities have been out of line with the external circumstances. Therefore a series of problems, which cannot fit in with the competitions, market and circumstances changes, interfere with the formation of core capability. On the basis of this, the business process reengineering (BPR) of S academy is studied by means of BPR theory and information technology in this paper.Based on application of information technology, the research and production process of S academy is reengineered, the relations between such activities as strategy research, information research, basic research, advanced research, engineering development and small-scale production are straightenedout, and a complete process is formed to solve the disjointed problems of the internal conditions and external circumstances. A core process of research and production, engineering development, is reengineered. Production period can be greatly shortened and development cost can be greatly reduced through process reengineering. Thus competition capacity is increased. An internal management process is reengineered for S academy. Therefore low efficiency management problems can be solved, and an effective running condition for the new reengineered process is made. The development and information strength of S academy is reorganized through reengineering, so that they can provide powerful support for the engineering development and strategy research. At last, the construction program, running system and frame software operation of the internal local net of S academy, which is the technical foundation of the BRP, are defined in this paper.
